“Romania nu are un program, planuri cincinale nu mai avem si tara nu si-a facut un program de dezvoltare, iar euro este un astfel de program", spun, de pilda, reprezentantii bancii centrale, desi am putea cita opinii similare ad nauseam. O varianta mai subtila a aceleiasi teorii poate fi gasita la sustinatorii “middle class” ai bunastarii europene. Pentru ei, singurul rol pe care trebuie sa il joace statul roman il reprezinta atingerea cat mai grabnica si, la nevoie, prin orice mijloace, a afluentei si decentei occidentale. Ca vorbim de autostrazi, discriminare pozitiva, stadioane de fotbal, samd, cel mai important e sa ne sincronizam cu programele care ruleaza in Vest. Pentru a intelege problemele unei astfel de viziuni politice si sociale, voi apela la o dihotomie clasica expusa printre altii de F.A. Hayek. Economistul austriac distinge intre o ordine spontana, bazata pe reguli abstracte, “care lasa indivizilor libertatea de a-si utiliza cunostintele pentru propriile scopuri”, si o organizare bazata pe comenzi sau guvernata de scop. Aceasta din urma presupune orientarea catre o ierarhie unica a scopurilor si “va garanta faptul ca, pentru ea, ca intreg, ceea ce este mai important va prevala in fata a ceea ce este mai putin important”. O societate centrata pe scopuri va fi cu necesitate holista, va privi libertatea ca balast, iar indvizii vor fi doar unitatile indistincte ale unor agregate statistice. Din acest punct de vedere, ideea proiectului national, oricare ar fi el, se incadreaza perfect in tipologia unei ordini sociale telocratice. Adoptarea unei astfel de distinctii poate conduce la rezultate spectaculoase in interpretarea unor fenomene obisnuite. Si asta deoarece mai toate alternativele aflate in discutia publica nu sunt altceva decat variante diferite ale unui proiect specific. Fie ca vorbim de imitarea Occidentului, de apropierea de Rusia, de recuperarea trecutului interbelic, legionar sau nu, peste tot nu avem de-a face decat cu schilodirea libertatii si de fundaturi istorice. S-ar parea ca, din pacate, nimeni nu are incredere intr-o ordine spontana, fundamentata pe regulile abstracte ale proprietatii. Ceea ce se cauta, cu predilectie, este un anumit rezultat social. In acest sens, ar trebui, cred, interpretate nu doar “marile” proiecte nationale, ci si cele mai marunte, derulate in special de societatea civila. |




O teorie in voga printre specialistii si expertii de toate nuantele o reprezinta ideea unui proiect national. Foarte pe scurt, aceasta teorie sustine necesitatea urmaririi unui scop dinainte stabilit, spre care toata societatea romaneasca ar trebui sa se indrepte laborios pentru o perioada de timp relativ lunga. Ca argument se ofera exemplele de succes ale integrarii europene si NATO, momente in care toata clasa politica a depasit, se spune, orgoliile si interesele particulare. Potrivit aceleiasi idei, astazi culegem roadele absentei unui asemenea proiect, susceptibil sa ne scoata din marasmul levantin.
