Iar primele miscari de trupe sunt deja in desfasurare. Cel mai bun exemplu este inovatia financiara a bancherilor centrali, concretizata fie prin relaxarile cantitative din SUA, fie prin achizitiile de obligatiuni junk din UE. In Romania, guvernatorul BNR Mugur Isarescu a facut si el prima mutare. Prezentarea sa, Macroprudentialitatea. Reglementarea, crizele financiare si politica monetara, este un adevarat manifest in acest sens.
Dar care este viziunea din spatele politicii macroprudențiale? Ne explica Bogdan Glavan: “Pe scurt, una tributară moștenirii (intelectuale) freudiano-keynesiene, conform căreia lumea afacerilor se află într-un perpetuu balans, datorită „spiritelor animalice” care o populează; comportamentul uman este în esență irațional, indivizii (investitorii) traversând ciclic stări de euforie respectiv pesimism; iar din acțiunile „micro”-dezordonate nu poate rezulta altceva decât o „macro”-bâlbâială între diverse echilibre posibile: economia poate să fie OK sau poate să intre în criză, în funcție de… ce vedenii au bancherii, ce frustrări au consumatorii sau – pentru cei mai materialiști dintre voi – ce au mâncat la micul dejun investitorii”. Solutia ultima ne-o sintetizeaza Radu Preda: “Nu ştim exact ce soluţii vor găsi, cert este că în numele stabilităţii financiare vor fi acceptate lucruri care până de curând păreau de-a dreptul utopice. Un fel de „Patriotic Act“ la nivel financiar. Guvernatorul BNR spune că macroprudenţialitatea este alternativa la controlul de capital, dar dacă nu vom controla capitalul, atunci ce vom controla? Pentru că un lucru este cert: va urma fie o globalizare a reglementării în domeniul financiar, ori o reglementare a globalizării. Sau şi mai simplu, pe înţelesul tuturor, macroKontrol!” Si asa ajungem la esenta problemei. Desi la prima vedere temele celor doua secole sunt unele economice, miza in reaitate este una morala. Si a fost evidenta inca din momentul in care s-a nascut welfare state. Totul se rezuma la control si la manipularea luptei dintre categorii sociale. Potrivit lui Mises (Omnipotent Government), Bismarck, la fel ca si oponentul sau socialist, Lassalle, credea ca “nu trebuie sa te lupti cu statul, ci cu diferite categorii sociale. Statul este prietenul tau in aceasta lupta”. Iar esenta filosofiei morale a “elitei” intelectuale care a castigat batalia pentru secolul XX si a declansat deja ofensiva pentru cea a secolului XXI a fost surprinsa intr-o singura fraza de Mises: “Bismarck was fully convinced that ideas could be successfully defeated by policemen”.
