Salariile bugetarilor nu depind de performantele economice, nici de productivitatea muncii sau de realizarile Fiscului. Singurul factor de care depind ele este ciclul electoral. In an electoral, raul, ramul si, cel mai important, PIB-ul i-e prieten numai bugetarului. Iar regula de trei simpla este cel mai important instrument folosit la elaborarea unui buget de catre oficialii MFP. Singura variabila este nivelul PIB-ului nominal. Ultima problema pe care a trebuit sa o rezolve MFP a fost urmatoarea: Cat trebuie sa fie PIB-ul nominal pentru ca ponderea cheltuielilor cu salariile majorate cu 16% in PIB sa fie de identica cu cea a salariilor nemajorate in vechiul PIB, de 579,6 miliarde de lei, in conditiile in care o majorare a salariilor are un impact de 2 miliarde asupra cheltuielilor de personal? Raspunsul corect: 609 miliarde de lei, oferit de secretarul Gheorghe Gherghina. Asa se face ca in numai doua luni, PIB-ul nominal a “beneficiat” de doua revizuiri: de la 579,6 miliarde, cat era estimarea din legea bugetului pe 2012, a urcat pe 9 februarie, odata cu prezentarea programului de guvernare al guvernului Ungureanu, la 595 miliarde de lei, pentru ca pe data de 9 martie el sa avanseze la 609 miliarde de lei, exact cat trebuia pentru a permite majorarea salariilor bugetarilor. De altfel Gherghina a fost cat se poate de cinstit, cand a comentat declaratiile critice facute de seful Consiliului Fiscal, Ionut Dumitru: “"Dupa schimbarea Guvernului, noul executiv poate sa reanalizeze strategia fiscala si sa reaseze cifrele. Avem in Legea fiscala posibilitatea de a umbla pe cifre si a le reaseza”. Ceea ce a si facut!
