Ce ma mira insa cel mai mult este lipsa de orice simt critic al opiniei publice referitor la aceasta idee. Cu exceptia catorva economisti libertarieni sau liberali clasici (compromisi imediat prin clasificarea lor drept excentrici si “in afara realitatii”), nimeni nu indrazneste sa o puna sub semnul intrebarii. Cu ata mai mare este mirarea, cu cat ea nu poate fi justificata nici empiric, si, cu atat mai putin, nici potrivit propriei lor doctrine, de sorginte keynessista. Argumentul celor ce avanseaza “investitiile publice” drept solutie de iesire din criza a fost cel mai bine sintetizat de presedintele Traian Basescu in cadrul discutiilor cu delegatia FMI: “Va trebui sa gasim o solutie pentru a nu opri investitiile, pentru ca din cauza realitatilor de pe piata internationala trebuie sa avem in vedere ca cel mai puternic investitor sa fie Guvernul in urmatoarea perioada, altfel nu putem face ca lucrurile sa inainteze”. Cu alte cuvinte, pentru a reporni economia este nevoie de investitii (adevar partial, lipseste un cuvant “profitabile”), si, cum canalul creditarii private externe e blocat, iar economisirea interna insuficienta (la care trebuie adaugata presiunea pusa pe creditarea privata de creditarea excesiva a statului), singura solutie este sa investeasca Guvernul, care strange bani mai usor, fie prin coercitie din taxe si impozite, fie prin emiterea de obligatiuni suverane. De dragul discutiei las la o parte orice dezbatere ideologica, dezbatere care ar pune sub semnul intrebarii notiunea de bun public ce poate fi furnizat exclusiv de stat sau cea a costurilor de oportunitate sau a efectului multiplicator in economie. Iau de buna definitia de investitie publica din manualele de economie mainstream: o investitie ce nu poate fi facuta de sectorul privat, fie pentru ca ea este neprofitabila financiar (insa slujeste “interesul national” sau un “principiu moral mai inalt”), fie pentru ca perioada de amortizare a investitiei (si perioada dupa care se vad roadele ei) este prea mare. Drept urmare niciun privat nu ar efectua-o pe motiv ca poate identifica alte investitii ce se pot amortiza mai usor. Mi se pare evident ca, prin definitia mainstream chiar, investitiile publice sunt ultimul lucru la care ar trebui sa se gandeasca un guvern pe timp de criza. In astfel de perioade, ar fi indicate investitii cat mai profitabile si pe termen cat mai scurt. Productivitatea muncii ar trebui sa fie esentiala pentru iesirea din recesiune. In schimb, ce ne propun guvernantii? Investitii costisitoare, neprofitabile sau profitabile doar pe termen lung, cu corolarul evident al unei productivitati a muncii reduse?! Dar mi se poate reprosa, din punct de vedere al logicii keynessiene, ca ignor efectul asupra cererii agregate. Precum am spus, nici macar nu ma obosesc sa ies din aceasta logica, dar tot nu-nteleg de ce ar trebui preferate investitiile publice consumului public, simplelor cadouri oferite de stat sectorului privat. Dupa aceasta logica, nu vad de ce ar fi mai bune investitiile publice, cu profitabilitate redusa, simplei achizitionari masive de autovehicule Dacia Renault? Care ar avea avantajul ca ar majora (artificial evident si cu externalizarea costurilor catre contribuabili - insa acelasi lucru se intampla si in cazul investitiilor publice) profitabilitatea uzinei de la Pitesti, ar majora cerera agregata si s-ar vedea mai rapid (pe termen extrem de scurt – dar suntem in criza, nu? si pe termen lung oricum toti suntem morti!) in indicatorii macroeconomici. Sau de ce pur si simplu n-ar combate statul somajul prin angajarea temporara de forta de munca, platita sa taie frunza la caini? Ca si asa ar impulsiona cererea agregata. Interesant este ca in cazul consumului public, criza datoriilor suverane i-a facut pe adeptii teoriei panaceu a investitiilor publice sa recunoasca faptul ca efectul negativ pe termen lung asupra PIB-ului al majorarii cheltuielilor il anihileaza cu brio pe cel pozitiv pe termen scurt. Insa refuza sa aplice aceeasi logica si investitiilor publice. Culmea este ca lordul Keynes, spre deosebire de urmasii sai, pare a fi fost constient de aceste probleme. In 1942 el nota: “Organized public works, at home and abroad, may be the right cure for a chronic tendency to a deficiency of effective demand. But they are not capable of sufficiently rapid organisation (and above all cannot be reversed or undone at a later date), to be the most serviceable instrument for the prevention of the trade cycle.” (Keynes, Collected Writings, vol. XXVII, p.122 ) Dar ce mai conteaza ce spunea chiar Keynes in timpurile moderne in care “se stie” ca singura solutie de iesire din criza este “investitia publica”? PS: O varianta mai sofisticata a ideii investitiilor publice, ca solutie panaceu, este cea incurajata de Strategia Lisabona, a investitiilor in cercetare si dezvoltare, ca factor decisiv de crestere economica.
