Iata ce spunea consilierul guvernatorului BNR, Adrian Vasilescu, luni, intr-un articol de opinie din Ziarul Financiar: „Banca Nationala isi exprima pozitia exclusiv prin comunicate ale Consiliului de Administratie, comunicate ale BNR sau prin vocile guvernatorului, prim-viceguvernatorului si ale viceguvernatorilor. Atat. In conditiile in care specialisti din BNR sunt invitati de televiziuni, de posturi de radio sau de presa scrisa sa participe la dezbateri publice, cu opinii personale, nu sunt opriti si nici nu sunt cenzurati”. Problema este insa legata de urmatorul punct de vedere: Pentru evitarea efectelor nocive determinate de functionarea libera a pietelor, se impune interventia statului prin reglementari adecvate, care sa previna excesele, abuzurile si pagubele suportate de toti cetatenii (marea majoritate fara nici o vina in manifestarea disfunctiilor pietei); a crede in autoreglementareapietelor este ca si cand ai considera ca un cazinou poate fi lasat pe mana jucatorilor cu speranta ca acestia se vor autodisciplina. Acesta e formulat intr-o prezentare de pe site-ului BNR de Florin Georgescu, prim-viceguvernator al Bancii Nationale a Romaniei. Oare reprezinta opinia sa personala (evident, necenzurata) ori a bancii centrale? Daca e sa ne luam dupa spusele domnului Vasilescu e pozitia Bancii Nationale, fiindca domnul Georgescu e prim-viceguvernatorul ei. Adrian Vasilescu continua opinia din ZF spunand: „Este deja notoriu faptul ca Banca Nationala, dincolo de atributiile pe care le indeplineste, de autoritate a statului responsabila cu politica monetara si valutara, cu autorizarea, reglementarea si supravegherea institutiilor de creditare, s-a afirmat ca o puternica scoala de cercetare si de gandire economica”. Din pacate insa, daca aceasta scoala e inspirata de Florin Georgescu gandirea e eminamente socialista. Si dovada ca astfel stau lucrurile se vede si din faptul ca in prezentarea lui Georgescu e citat Etienne Davignon, presedintele Institutului Egmont, care isi exprima, la randul sau, ideile intr-o nota foarte socialista: Pacatul originar nu este consumul pe datorie, ci disparitatile crescande in procesul de distributie a valorii intre profit si salarii => determina angajatii sa apeleze tot mai mult la credite de la banci care isi obtin sursele de imprumut tocmai de la beneficiarii unor sisteme inechitabile de distribuire. |
