Ce poate fi mai frumos, din punct de vedere administrativ, decat un proiect de descentralizare regionala?! Small is beautiful, nu-i asa? Se imparte tara in opt fragmente, se deleaga responsabilitati de la centru, birocratia va trebui sa scada, in principiu, iar oamenii vor fi, in final, mai multumiti de schimbarea statului. Dam istoria in spate. Probabil ca mai sunt de pus la punct detalii, dar liniile relevante s-au trasat deja si nimeni nu a gasit vreo obiectie substantiala. Mai ramane sa fie introdusa aceasta “reforma” in Constitutie si apoi ne putem mandri cu o fata mai supla a tarii. Administratia se va plia armonios pe conturul istoric si geografic al natiunii. Pe hartie arata excelent si pare un pas inapoi din drumul spre Statele Unite ale Europei. Din pacate nu este asa, ci exact pe dos. Ca toate conceptele la moda si regionalizarea a cunoscut blestemul inversiunilor semantice. Schema e urmatoarea: se ia un cuvant cu o conotatie pozitiva si cu un sens istoric bine determinat, este supus unui tratament intelectual radical, in urma caruia i se pastreaza atributele, dar i se schimba complet sensul. Exemplul clasic il constituie “liberalismul”, dar mai pot fi amintite si altele, precum “comunitarism”, “ecologism”, etc. Regionalismul a fost supus unui tratatement similar si ceea ce a rezultat nu seamana deloc cu un transfer al deciziilor mai aproape de indivizi, ci cu o indepartare a lor catre foruri tot mai arbitrare. Astfel, aproape sigur agentiile pentru dezvoltare regionala nu vor prelua din atributiile centrului, ci vor primi responsabilitati aflate in mod normal in parohia autoritatilor “mai locale”, sa spunem primarii, consilii judetene si altele. Acestea se vor vedea, odata cu trecerea timpului, din ce in ce mai vidate de sens si atributii, acum inca destul de semnificative. Nu mai insist asupra mirosului de planificare totalitara pe care il respira solutia creionarii de la centru a unei noi harti administrative. In acelasi timp, organismele nou create nu vor fi alese, ci vor fi parasutate de la centru, prin proceduri birocratice caracteristice Uniunii Sovietice. Poate cititorul va crede ca este o exagerare, iar planul regionalizarii doar o gogorita. Insa avem ilustrari celebre si marturii edificatoare pe aceasta tema. UE, de pilda, nu reprezinta in acest moment decat o forma de regionalizare mai ampla, chiar daca acolo pasul s-a facut oarecum de sus in jos. Ideea ramane neschimbata: transferul suveranitatii “locale” catre “foruri de decizie” indepartate geografic si electoral. In SUA, inca din 2004, Charlotte Iserbyt tragea clopotele de alarma asupra acestui fenomen: "(…)a new world organisation, United Cities and Local Governments, (certainly a regional government association if ever there was one! ed. ) was launched which will be the interlocutor between local government and the United Nations and will ensure the political representation of local government to the international community. It will progress (sic) local government policies in the key areas of decentralised cooperation, sustainable development, urbanisation, social inclusion and poverty eradication.” In Africa de Vest exista o varianta similara a Uniunii Europene, deja integrata monetar. In incheiere, sa ne oprim asupra unui teoretician al noii ordini, un model de sinceritate: “Nu putem sari spre un guvern mondial printr-un singur pas rapid... Preconditia pentru o eventuala si naturala globalizare este regionalizarea progresiva pentru ca ne deplasam catre unitati mai mari, mai stabile si mai cooperante”(Zbigniew Brzezinski) |
