Un sondaj realizat recent in SUA releva ca aproape 60% dintre americani aproba torturile folosite de serviciile de securitate in interogatorii. Informatia este relevanta pentru stadiul de indobitocire la care a ajuns populatia din taramul celor “liberi si curajosi” sau de aiurea, precum si pentru eficienta programului de spalare pe creier prin televiziune. Jurnalistul Glenn Greenwald a remarcat ca in toate discutiile despre torturi purtate in media lipsesc cu desavarsire tocmai victimele ca persoane concrete, ceea ce face usoara dezumanizarea lor. Chiar si asa, stirea are toate motivele sa iti dea frisoane, fiind un etalon elocvent al barbariei in care traim. Rusia se confrunta cu o criza economica de proportii ca urmare a scaderii pretului la petrol. Bugetul guvernului, construit pe baza veniturilor obtinute din vanzarile de resurse, este amenintat, astfel ca, in incercarea de a limita consecintele negative, s-a trecut la devalorizarea rublei. Doar ca lucrurile s-au degradat mai rapid, ceea ce a determinat banca centrala sa mareasca dobanda si sa intervina pe piata pentru a stopa prabusirea monedei nationale. In pofida calmului aratat de Vladimir Putin, situatia nu arata prea bine, iar presedintele a afirmat ca vor urma doi ani grei iar economia trebuie diversificata. In plan mai general, experimentul rusesc este o lectie pentru toti cei care incearca sa ocoleasca legile economice. Protectionismul cultural nu este suficient, iar bunele intentii nu tin loc de de stiinta. Orasul Sfantul Gheorghe a decis sa reduca taxele locale si, in unele cazuri, sa le suspende, pur si simplu, datorita cresterii veniturilor. Vestea poate fi privita ca o ilustrare destul de buna de luat in calcul cand vine vorba beneficiile descentralizarii. Sa presupunem doar de dragul argumentatiei ca orasele si, in general, comunitatile locale ar avea posibilitatea sa regleze nu doar nivelul taxelor locale, ci inclusiv pe acela al impozitelor pentru firme si indivizi, sau chestiuni mai complexe precum structura drepturilor de proprietate, pentru a sesiza avantajele competitiei locale. Apoi sa ne gandim la viitorul tot mai probabil, in care regiunile vor fi integrate si vor avea din ce in ce mai putine drepturi si privilegii, pentru a intelege de ce deciziile trebuie aduse cat mai aproape de indivizi. Altfel, fiecare va incerca sa traiasca pe spinarea celuilalt. Problema e veche la noi si il ingrozea deja pe Iuliu Maniu: “sistemul centralist nu a inteles aceea ce inca pentru romani a fost un principiu elementar de intelepciune politica: metoda de asimilare treptata, fara procedari violente, a noilor provincii, prin respectarea traditiilor, a conceptiilor si datinilor respective, prin descentralizarea serviciilor publice (…) Aceste metode de intelepciune politica au fost calcate in picioare fata de o provincie care nu fusese, totusi, cucerita”. SUA au anuntat ca vor relua relatiile diplomatice cu Havana, dupa o perioada lunga de inghet. Cele doua tari au fost infatisate drept antagonisti traditionali, insa sprijinul oferit de guvernul american revolutiei comuniste a lui Fidel Castro ramane pana astazi prea putin cunoscut. La fel cum este ignorat si ajutorul substantial dat comunistilor chinezi sau bolsevicilor. Ideea ca aceleasi forte manipuleaza “dreapta” si “stanga” este greu accesibila. Asa ca e mai comod sa discutam despre “imperiul binelui” si “cel al raului”.
